9、m shall be responsible for the technical management of the construction quality of projects.ES项目组负责施工质量管理工作的组织协调。The ES Project Team shall be responsible for the organization and coordination of the construction quality control. 本规定中有关其他合作伙伴（如勘察设计、设备材料供货、施工、监理、检测等承包商）的内容，则要求他们在按照其原有的、经权威机构认证的、符合ISO9
10、000的质量管理体系与程序运行的同时，还必须满足上海赛科在本规定中的要求。As to other cooperative partners, such as the contractors of survey & design, equipment & material supply, construction, supervision and test that are specified in this Procedure, they are requested to not only operate according to the original quality control sy
11、stems and procedures that have been certified by authoritative bodies and that are in compliance with ISO9000, but also to meet the requirements specified in this Procedure by Shanghai SECCO.4.0 施工质量管理目标Target for construction quality control上海赛科90万吨/年乙烯工程的质量管理目标是按照中国国家或有关行业颁发的施工质量验收统一标准对施工质量进行验评，单位
12、工程的质量合格率100%，其中优良率在80以上（主体工程必须优良），焊接一次合格率96%以上。The quality control target for the Shanghai SECCO 900KTPA ethylene is that the percent of quality pass for unit works is 100%, of which the rate of good quality is above 80% (the quality of the main part of project must be good), and the one-time percen
13、t of pass of welding is above 96%, according to acceptance criteria of construction quality issued by China National or related authorities. 5.0 施工质量管理Construction quality control5.1 施工质量管理的技术保证Technical guarantee for construction quality control在工程建设中，施工技术管理对于施工质量占有重要地位。它的任务是：正确贯彻国家技术政策、监察规程、技术规范和标
14、准，按照科学规律合理安排施工工序，正确制订施工技术方案，提供全面的技术工作的依据和执行凭据，确保工程质量符合设计文件、相应标准和合同规定的要求。The technical management of construction is very important to the construction quality during project construction and it plays the role of correctly carrying out national technical policies, supervision procedures, technical sp
15、ecifications and standards; rationally arranging construction sequences as per scientific laws, correctively establishing the technical plans of construction and providing overall basis and evidence of technical work so as to ensure the compliance of engineering quality with the design document, cor

General methods for the joint review of construction drawings and the explanation of design intent 施工图下发之后，施工承包单位、监理承包商应分别组织专业人员进行施工图会审，对施工图进行详细地阅读，了解设计意图，提出图纸上存在的问题和需要进一步了解的问题； After the construction drawings have been issued, the const
17、ruction contractors and supervision contractor shall organize professional personnel to perform a joint review for the construction drawings respectively and read through these drawings in details so as to understand the intent of the drawings and set forth the problems existing in the drawings and
18、the issues to be further understood. 设计交底会由赛科ES 项目组经理（或委托总监理工程师）主持，施工承包单位、监理承包商、赛科其他专业人员参加会议，由设计人员介绍设计意图和要求，并解答与会各方提出的问题； the construction contractors, supervision contractor and other SECCO professional personnel shall attend the explanation meeting of design intent that is presided by the manager
19、of the SECCO ES Project Team (or the entrusted chief supervision engineer), in which the design personnel shall explain the design intent and requirement, and answer any questions set forth by the attendants. 设计交底会应形成设计交底会议纪要。纪要内容如涉及修改设计的，由设计单位签发设计变更文件； A Minute of Explanation Meeting of Design Inte

Supervision Plan 监理规划是指导项目的监理承包商全面开展监理工作的指导性文件，由总监理工程师主持编制，并经监理承包商的总工程师或技术负责人审核批准； The Supervision Plan is a kind of directive document used to
32、instruct the supervision contractor of the project to overall carry out the supervision, and shall be managed to prepare by the chief supervision engineer, and shall be reviewed & approved by the chief engineer or the technical superintendent of the supervision contractor. 监理规划应针对项目的实际情况编制，并应具有可操作性；
33、 The Supervision Plan shall be prepared as per the actual situation of project, and shall be operable. 监理规划的内容应符合建设工程监理规范GB50319-2000的要求； The content of the Supervision Plan shall conform to GB50319-2000 Supervision Specification of Construction Engineering. 对于监理承包商报送的监理规划，赛科ES项目组经理应组织有关人员评审，报ES经理批准

35、 document refers to the written modification document to the design content that is issued by design personnel and design representative, generally including two cases: change on design reason and change on non-design reason. 42、cture supplied by the procurement contractors, and also applicable to the quality control of the equipment, materials and the fittings of structure purchased by SECCO itself. 开箱检验的主要内容：Main content for unpacking inspection: 包装的外观检查； visual inspection of packing; 装箱清单与实物名称、位号、规格（型号）、数量的核查； verify the
43、 name, item number, specification (model) and quantity of the physical goods against the packing list; 设备铭牌与材料色标的核查； verify the equipment nameplate and the color code of material; 实物与质量证明文件、随机资料的核查； Verify the physical goods, quality certificates and the information supplied with the equipment. 实物的外
